March 19th - Birmingham: Dance Planet

Seen as another chance to redeem themselves after the pleasure zone flyer debacle, Dance Planet hold "The Detonator" at Birmingham's Hummingbird venue. On the night, the Hummingbird's in-house security team let in people through a side door in exchange for back handers.

During the night, the Hummingbird became very seriously overcrowded which unfortunately led to the deaths of two people inside the venue. An investigation leads to Birmingham City Council withdrawing the Hummingbird's entertainments licence.

March 31st - London: The Criminal Justice Bill

The controversial piece of legislature, also known as the dreaded "Criminal Justice Bill" is proposed in the houses of Parliament by Home Secretary, Kenneth Clarke QC.

Within the bill, the government has defined a "rave" as a gathering of hundred or more people dancing outdoors to music, "mainly comprising of repetitive beats". The bill also has a "rave clause" in which local authorites will have new powers to stop, search, question and detain anyone they think is heading to an illegal gathering.

The local authorites will also have the legal right to confiscate and impound soundsystems. With such draconian and severe restrictions in place, free party organisation Spiral Tribe decide to emigrate to Europe where they have a more tolerant attitude to illegal parties.
